OVERVIEW OF THE INFRASTRACTURE PLANNING & DEVELOPMENT UNIT
The Infrastructure Planning and Development Unit serves as a catalyst for economic transformation across the Eastern Cape. It plays a strategic role in shaping a built environment that fosters inclusive growth, job creation, and long-term socio-economic resilience.
Anchored in the broader vision of the province’s developmental agenda, the unit is responsible for the planning, coordination, and management of infrastructure programs that attract both public and private sector investment. It functions not only as an internal development arm of the ECDC but also as a trusted implementation partner for provincial and national stakeholders seeking high-impact infrastructure delivery.
The unit’s mission is twofold: to lead the refurbishment and modernization of ECDC’s property portfolio, and to extend its project and program management expertise to external partners across sectors. This dual mandate ensures the financial sustainability of the ECDC while maximizing its developmental footprint.
Aligned with the objectives of the National Development Plan and the African Union’s Agenda 2063, the unit views infrastructure as a critical lever for unlocking opportunity and enhancing regional competitiveness. Through a structured, phased approach, it seeks to bridge spatial, economic, and digital divides particularly in underserved and rural areas.
By streamlining infrastructure coordination and embedding governance excellence into project execution, the Infrastructure Planning and Development Unit is strengthening the province’s institutional capacity to implement complex, multi-stakeholder initiatives that drive sustainable development.
