General Manager: Asset Management

GRADE 19 (Total Cost To Company)

Execute and manage ECDC’s asset management portfolio in line with strategic mandates and facilitate and implement an integrated strategy for creating an environment that will strengthen the organizations fixed asset base.

KEY DUTIES AND RESPONSIBILITIES

The Key Performance Areas will encompass:
• Development and implementation of strategic and operational policies
• Develop and implement asset management system/ plans/ policy development & communication
• Disposals and development management of ECDC properties or in partnership with other parties
• Operational oversight of the asset register as well as financial reporting
• Ensure asset risk management and shareholder value retention and growth
• Maintain the asset performance management system
• Management of the Unit and its resources

QUALIFICATIONS

• Honours degree in commerce / economics/ accounting science / CA
• At least 10 years relevant senior management experience of which 3 years senior management experience in the property sector
• A deep understanding of property asset management dynamics
• Advanced financial management and analysis skills
• Experience of working in multi-cultural and diverse teams

Senior Manager - Industrial Development

GRADE 18 (Total Cost to Company)

To lead and promote the industrial development of various sectors of the Eastern Cape.

KEY DUTIES AND RESPONSIBILITIES

The Key Performance Areas will encompass:

Marketing
• Organise and undertake outgoing foreign missions
• Host foreign and local incoming investors
• Advertise and market the Province in trade publications and journals
• Participate in key industry related events and joint projects
• Collaborate on provincial branding initiatives

New Business Development
• Support new investment initiatives and projects
• Conduct investigation to formulate sound value propositions and business plans
• Provide strategic advice and guidance to investors to attract them to the Province
• Facilitate development of bankable plans for projects
• Mobilize funding for packaged investment projects
• Facilitate partnerships between established and emerging investors, and manage facility managers at various sites in the province

Field support
• Visiting investors to maintain positive investor satisfaction
• Provide advice, feedback, promotion and opportunities to investors

Market / Business Research
• Identify investment opportunities
• Conduct research & package information for investors
• Develop business case
• Package information for prospective investors

Stakeholder Relations
• Host industry workshops
• Provide advice to municipalities, districts and other government departments.
• Liaise with business chambers, IDZs, the DEDEA and the dtic
• Support key partners on ad hoc basis

Policy Advocacy
• Provide input on National and Provincial industrial parks and SEZ policy
• Lobby for incentives for industrial parks and SEZs

Packaging Projects
• Identify opportunity
• Prepare a business proposal incorporating relevant and existing information
• Prepare sound investment value proposition
• Packaging of investment projects from concept to transaction

QUALIFICATIONS

• Post Graduate Qualification in Commerce/ Economics or Engineering.
• 5 years relevant work experience at senior management level

Administration
• Write and distribute project reports
• Initiate publication of success stories
• Initiate publication of project specific brochures

QUALIFICATIONS

• B.Sc Engineering (preferably Pr Eng registration); B.Com with project management qualification (e.g. Prince 2) and/or experience.
• 5 years relevant work experience at senior level in project management/infrastructure development/facilities management

Centre Manager – InvestSA Eastern Cape One Stop Shop (InvestSA EC OSS)

GRADE 16  (Total Cost to Company) 5 Year Contract

To effectively implement strategies that will improve & influence the effectiveness with which the InvestSA Eastern Cape One Stop Shop (InvestSA EC OSS) facilitates the ease of doing business in the Eastern Cape due to co-location of all partners in the same geographical space.

KEY DUTIES AND RESPONSIBILITIES

The Key Performance Areas will encompass:

Management of the InvestSA EC OSS
• Provide high-end, functional & accessible facility where investors can meet relevant stakeholders to discuss investment opportunities
• Act as a centre of knowledge for technical trade & investment enquiries and industry information sharing
• Management of all partners hosted in the centre to ensure effective and efficient operation of the centre
• Ensure the centre meets its obligations in terms of the Memorandum of Agreement entered into between ECDC & Department of

Trade, industry and Competition (the dtic)
• Provide effective referral support to investors & traders
• Implementation of a lead-tracking system to ensure that investors receive quality service

Interdepartmental Relations
• Establish and maintain a good relationship with the dtic & Trade and Investment SA, Department of Economic Development, Environmental Affairs and Tourism (DEDEAT), Company and Intellectual Property Commission (CIPC), Dept of Labour, Dept of Home Affairs, South African Revenue Services (SARS), Department of International Relations and Cooperation (DIRCO), National Regulator for Compulsory Services (NRCS), Special Economic Zones (SEZs), Trade & Investment Agencies and Municipal Investment Agencies
• Create and manage relations with international trade & investment agencies
• Create and manage relations with embassies & other foreign missions

Project Management
• Implementing strategies that respond to investor needs and build investor confidence
• Implementation of an effective investor lead-tracking system that provides guidance and records progress

 

Facilities Management
• Implementing strategies that respond to investor needs and build investor confidence
• Implementation of an effective investor lead-tracking system that provides guidance and records progress
• Management of the centre’s systems
• Management of procurement processes at the centre
• Hold regular consultation meetings with centre staff
• Provide support to tenants


Customer Care
• Prepare & manage client service plans
• Maintain a sound customer-focused service of investment projects from concept to transaction

QUALIFICATIONS
 

• Bachelor's Degree in Commerce/ Economics, Marketing, an MBA is an added advantage
• 5 Years’ experience at Senior Management Level
