East London IDZ now full steam ahead

The East London Development Zone Corporation (ELDZC) has given the go-ahead to construction work valued at about R400 million rand with R9 million being set aside for tenders focused on black economic empowerment.
This construction work includes:
• The completion of the R28 million 132 kV Leaches Bay substation which is to be commissioned next month;
• The development of the external roads including the harbour arterial and Breezyvale roads, due for completion in August and valued at R80 million; and
• The development of the internal roads and township services; a R105 million contract was awarded for stormwater drains and sewer lines.
Other related projects include:
• A R45 million sewerage project;
• A R40 million treatment works project;
• The R22 million West Bank land restitution housing site; and
• A R6 million solid waste cell disposal site near Berlin.
Other work under includes the improvement of electrical services such as street lighting and the laying of underground cables.
In September, perimeter walling and fencing, valued at R20 million, along the various zones will be completed.
Meanwhile, the relocation of the Leaches Bay informal settlement, a joint venture between the Buffalo City Municipality and the IDZ, is progressing well. Some 400 temporary homes have been constructed and 350 families have been settled.
The IDZ has allocated R2 million for temporary homes which is due for completion by June; the municipality has set aside R1,3 million for the same purpose.
Possible investments in the customs area appear promising while three investors – two in the textile sector and another in the agricultural processing sector – were in negotiation with the IDZ.
Further, the IDZ has been registered as a Section 21 company and all its assets and permits were being transferred to this entity. This new company would be more reflective of the demographics of the province and in line with government policies on BEE.
Tenders in the pipeline include a R2,5 million electrical substation, a R2 million pump station and the R6,5 million development of the main entrance to the customs controlled area.
