THE EASTERN CAPE Government, through the Office of the Premier, has initiated a People's Contract project based on the Provincial Growth and Development Plan (PGDP), which will guide the development of the province over the next ten years. The programmes have been selected by the Cabinet Office's General Manager Nomaxabiso Mahlawe from fourteen key PGDP strategic objectives. They include the branding of the Eastern Cape, an integrated HIV/AIDS programme, mobilisation of communities around socio-economic rights by linking with and supporting social movements and civil society organisations. Improving access to health, education and social grants by the poor with a strong emphasis on women, the youth and the disabled, is another key objective. The People's Contract is a clarion call to come together and build a people's contract for a better tomorrow. What the citizens will do is to embark on a campaign for practical contracting of citizens on specific actions in building the Eastern Cape. The People's Contract programme therefore is a gearing up tool to mobilise all citizens within and in support of the Eastern Cape to shift the province from where it is to where it has never been. From 14 to 15 November 2003, Premier Makhenkesi Stofile will host a convention for a People's Contract with targeted stakeholders, who on those two days will be contracting at the Christian Centre in East London. The selected programmes for the People's Contract have been selected from strategic plans. All programmes are linked to the performance contracts and budgets of the specific managers. The programmes ranges from media adversarial versus government relations, economic empowerment programmes for women, youth programmes, farmer support services, education, leadership and management development among others.
