THE EAST LONDON IDZ has appointed a Consortium led by Ninham Shand to undertake the detail design and preparation of tender documents for the bulk infrastructure services for the first phase of the Industrial Development Zone. The estimated value of the first phase of the development is R150-million, according to Buffalo City deputy mayor Des Halley. The consortium includes Lukhozi Consulting Engineers (Pty) Ltd, T and A Consulting Engineers and Community Facilitators and Ninham Shand. The tenders for the first phase will be called for during the first quarter of 2003, according to Halley. These will include the provision of power, water, sewage, roads, lighting and security. There were several consortia who were short listed, and the criteria used was a point technical, financial and a point scoring system, says Halley, who chairs the East London IDZ, which is a partnership that includes the Buffalo City local authority.
