Legislative mandate

 

 

ECDC’s draws its mandate from the Eastern Cape Development Corporation Act (Act 2 of 1997) (link to document).

 

It is guided by the economic priorities of the provincial government, as detailed in:

  • the Provincial Development Plan (PDP) (link to document)
  • the Eastern Cape Provincial Industrial Development Strategy (PIDS) (link to document)
  • the Eastern Cape Department of Economic Development, Environmental Affairs and Tourism’s policy statement (link to 2015 policy statement)
  • the provincial budget speech (link to the budget speech of 2016) of the member of the executive council (MEC) for Finance and Economic Development, Environmental Affairs and Tourism.

 

Section 3 of the ECDC Act states the corporation shall “plan, finance, coordinate, market, promote and implement development of the province and its people in the industry, agriculture, transport and finance fields.”

 

ECDC is a listed provincial government enterprise under schedule 3D in terms of the Public Finance Management Act.

 

ECDC has set itself 2 strategic goals and objectives:

  • deliver a transformed and sustainable organisation
  • stimulate economic activity through focused investment in vital sectors of the Eastern Cape economy.

 

ECDC has 12 subsidiaries and associates including the Automotive, Industry Development Centre in the Eastern Cape (http://www.aidcec.co.za/)(AIDC EC).

 

The AIDC is an implementing agency of national and provincial government that provides subsidised technical and manufacturing related services and programmes to South African companies.

Its team of qualified engineers does this with the primary aim of reinforcing government’s focus on creating jobs and growing the economy thereby making South African manufacturers globally more competitive.
